Position: APF DIRECTOR Construction
Reports: To APF Coordinator
Intro: The Peasants' Association of Fondwa (APF) is a national grassroots community based organization in the town of Fondwa in the Commune of Leogane, Haiti. Its mission is to empower the peasants to transform their lives. APF has been the leading social service provider in Fondwa and its outlying towns for over twenty-two years. The January 12 earthquake devastated the town and destroyed many of the APF facilities, including: the Fondwa School, the APF Centers (Community Center, Health Care Center, International Guest House, Radio Station, Credit Union and more), the Sisters' Convent, the children's home and UNIF, the only rural university in all of Haiti and many houses of the individual peasant families in the Fondwa region.
APF is currently seeking a Structural Engineer to help it rebuild its many structures. The engineer will work within a team of Architect, Business Consultant, Construction Workers and University Administrator, to oversee the rebuilding of all destroyed structures and facilities. This is a volunteer position with a monthly stipend including room and board
The ideal candidate for this position should have a minimum of 5 years experience in tropical country construction and possess a strong structural design and architecture background. Experience in earthquake and hurricane resistant structures with solid knowledge in wood, steel, concrete, and masonry are essential skills. Ability to live and travel in post-disaster zone are necessary - Language proficiency in Haitian-Creole and/or French preferred, but not essential.
Responsibilities include and but not limited to contract administration/assessment, planning, and execution of structural designs on a wide range of projects. Majority of work will the schematic/conceptual layout of the building and structures of Fondwa including: the Fondwa School, the APF Centers (Community Center, a Health Care Center, International Guest House, Radio Station and Credit Union), the Sisters' Convent, the children's home and the facilities of the University of Fondwa (school, library, labs dormitory etc..).
Duties will include:
- Set up, develop and manage the APF Construction Plant
- Set up, organize and develop a team of Construction Workers for the APF Construction Plant
- Identify and get funds to purchase equipments for the APF Construction Plant in Fondwa
- Coordinate, supervise and execute all of the construction works of APF in Fondwa
- Work cooperatively with Management team to plan the reconstruction of facilities from initial stages through final construction (Coordinate work with other disciplines including local and international Engineers/Architects).
- Oversee all aspects of multiple projects insuring that they are on-time on budget and within specifications at project completion
- Develop probable construction cost estimates specifications and special provisions for APF construction projects.
- Investigate ground conditions, problems and conduct site tests; coordinate alternative solutions.
- Examine structures at risk of collapse and advise on measures to be taken to improve their structural integrity.
- Perform structural design and analysis calculations using governing codes for earthquake and hurricane resistant buildings, and work closely with the construction team to assure compliance.
- Supervise and direct construction crews/ conduct audits / interviews / inspections to document the quality of work in progress.
- Develop a prototype home for individual families in Fondwa
- Participate in the development of training curriculum for local construction workers in coordination with UNIF and the Fondwa Masonry School on building earthquake and hurricane resistant houses.
- Research design options and document findings on the types of construction materials for individual family homes, and other structures that should build in Fondwa
- Identify and implement ways to re-use the waste of the destroyed buildings
- Write Report to Donors
Qualifications should also include:
- Live and work permanently in Fondwa
- BS or Masters in Structural and Architectural Engineering.
- SE (Structural Engineer), PE (Professional Engineer).
- Excellent working knowledge of Building Analysis and Design Software for concrete, steel and wood, such as;
- WinSTRUDL, CadrePro, STRAP or similar. Working knowledge in Auto-CAD-(AutoStructural), Solid Works and/or Pro-E a plus. Micro Soft Project
- Excellent working knowledge of Microsoft EXCEL.
- Investigations experience.
- Excellent communication and organization skills are an absolute must have.
- Strong leadership skills.
- Willingness to brainstorm with dynamic team.
- Out of the box thinking required.
